One interesting feature of the SamKnows site is the "notspots"  map.  Quite enlightening.

Noting of course that the 'notspot' map is based purely upon people submitting their own opinions rather than being a technical resource.

Thusly a proportion of the slowspots and notspots can be assumed to actually be as a result of poor wiring, people with legacy packages not upgraded to Max, etc etc.
A further proportion will likely be those with shonky ISPs who use antiquated shaping and throttling methods.

Might be representative overall, but I'm not certain to what degree it may be accurate.
